What are the legal requirements for Lithuanian properties?

What is the NTIS and why is it important?

The National Tourism Information System (NTIS) is a state information system designed to collect, accumulate, store, systematise, analyse and evaluate personal data of travellers and tourists, and tourism resource data, information and documents, as well as to provide related public services.

This data supports the implementation of the country's tourism policy and improves planning and infrastructure management.

NTIS ensures that tourism data is collected centrally, thus improving decision-making and promoting the growth of Lithuania's tourism sector. Accommodation providers are required to comply with the requirements of the NTIS in order to help the government make informed decisions based on real-time data.

What types of accommodation are required to report to NTIS?

Currently, NTIS mandates that all accommodation providers registered in Lithuania, including hotels, guesthouses, hostels, and other short-term rentals, must report guest data. 

What is E-Tourist?

E-Tourist is a subsystem of the NTIS for the registration of tourists. It requires accommodation providers to provide information on all tourists accommodated.

The E-Tourist replaces the current obligation to fill in tourist registration cards and to keep them for 5 years. In the future, the E-Tourist will replace the statistical questionnaires (forms) currently collected by the State Data Agency (Statistics Department).

Is the gathering of tourists' personal information compliant with GDPR regulations?

NTIS is developed and maintained in accordance with Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation).

How often do accommodation providers have to submit data to E-Tourist?

Data regarding tourist accommodations must be submitted to the E-Tourist system within 24 hours of the check-in date.

NTIS supports integrations with Property Management Systems such as SabeeApp. While manual data entry can lead to errors, the automated system ensures that the guest data in NTIS E-Tourist is correct and timely.

How do I collect the data I need for NTIS?

You can collect guest data in the way that suits you best:

  • You can use the online check-in solution offered by SabeeApp. Once you have set the required fields, guests will have to fill them in during online check-in.
  • Adding a reservation manually in your SabeeApp account's calendar. Once the required guest information has been filled in, it will be transmitted via the NTIS connection.
  • If you wish to collect the data in a different way (e.g. using paper registration forms, electronic forms, etc.), you can also do so by choosing to enter the data into the corresponding reservation in SabeeApp or directly into E-Tourist.

Is it possible to connect multiple NTIS accounts to one SabeeApp account?

Yes, it is possible to connect multiple NTIS accounts to a single SabeeApp account, especially if you manage several properties belonging to different legal entities, each requiring a separate NTIS registration. SabeeApp is designed to support owners with multiple NTIS accounts, so you can seamlessly manage and report data for all properties from one dashboard.

How to view submitted data?
  • Viewing submitted data on NTIS:
    You can always log into your NTIS account and check the “Tourist Registration cards” menu. In there, you can see a list of already added Tourist cards. You can filter them by name, birthday, check-in, check-out, etc. If you need to correct any discrepancies, you can always search up the necessary card and edit the data there.
  • Tracking data in SabeeApp:
    SabeeApp’s dashboard allows you to monitor your NTIS submissions. You can track all guest data that has been sent to NTIS directly from your PMS interface, without needing to log into the NTIS platform. SabeeApp provides a detailed log of each submission and the status of that data transfer, ensuring full transparency.
