What is the TGA Central System?
The TGA Central System (Konaklama Tesisleri Merkezi Veri Tabanı) is a national data platform introduced by Turkey’s Ministry of Culture and Tourism. It collects operational data from accommodation providers to support tourism reporting and industry oversight. All licensed properties in Turkey are required to submit data to the system, either by connecting their PMS via API or by entering information manually through the Tesis Künye portal. For connected systems, data is sent automatically on a daily basis.

The Legal Basis: What Law Requires This?
The TGA Central System is not optional. It is established under:
- Law No. 2634 – Tourism Encouragement Law, Article 11 ("Provision of Information and Notification")
- Law No. 7183 – Turkish Tourism Promotion and Development Agency Law
- Ministry Circular 2026/1 – Published 16 April 2026, signed by Minister Mehmet Nuri ERSOY, establishing the integration obligation and the 15 May 2026 deadline
The circular states that all accommodation facilities and the software companies providing infrastructure to these facilities are required to complete technical integration, conduct testing, and initiate data flow — including all historical 2025 data in a single bulk transmission. This obligation came into force on 15 May 2026 and is ongoing.

Which accommodation facilities must register?
All accommodation facilities operating in Turkey are required to comply, regardless of size, category, or type. There are no published size thresholds or exemption categories.
Important Note:
The accommodation provider is responsible for completing TGA registration, activating the integration, and monitoring that data is being transmitted. The PMS provider — such as SabeeApp — supplies the technical integration tool that makes this fully automatic.

Since when is TGA reporting mandatory?
The TGA system collects daily operational and statistical data from accommodation providers in Turkey. It does not require personal guest information.
Data is reported in three main categories:
1. Property performance
Daily totals such as:
- Rooms and guests in-house
- Daily check-ins
- Net room revenue
- Weekday vs weekend split
2. Guest demographics
Aggregated data by nationality, including:
- Guests and rooms in-house
- Daily arrivals
- Revenue by country
3. Booking channels
Breakdown of where bookings come from:
- Agencies and tour operators
- Online platforms (OTAs)
- Direct bookings
- Other sources
For each channel, the properties report guests, rooms, and revenue.

[HIDE] How should the accommodation providers register in the NTIS system?
The registration process takes place electronically on the NTIS Portal during the registration period defined for each accommodation. Registration can be done by the accommodation provider personally, by its legal representative or by a person specified in the disposal register.
To complete the registration, you need the customer portal access data, company registration data and the following accommodation information:
- Accommodation name
- Registration number
- Address
- Hotelstars rating
- Capacity data
- Operating license number
- PMS software name

How to Connect SabeeApp to the TGA System
Step 1 — Register on the TGA Tesis Künye Portal
The accommodation facility must register on the official portal at tesis-kunye.tga.gov.tr. How you register depends on your licence type:
- Ministry-certified facilities (Turizm İşletmesi Belgeli): Log in directly using e-Devlet (your Turkish National ID and e-Government password).
- Simple Accommodation licence (Basit Konaklama Belgeli): Register using your Turizm Katkı Payı invoice number, tax number, and certificate number.
Step 2 — Activate TGA Integration in SabeeApp
Log in to your SabeeApp account and navigate to the TGA/Ministry integration section. Enter your property API credentials. SabeeApp will handle all technical communication with the TGA system from here.
Step 3 — Automatic Bulk Send of 2025 Data
Once activated, SabeeApp automatically sends all required 2025 historical data to the TGA system in a single bulk transmission, as required by the circular.
Step 4 — Daily Automated Reporting Begins
From activation onwards, SabeeApp sends nightly data transmissions automatically. No ongoing action needed from your team.
Step 5 — Monitor in Your SabeeApp Dashboard
Check your TGA reporting dashboard in SabeeApp to confirm transmissions are running and review any flagged errors. You can also verify received data on the official TGA portal at tesis-kunye.tga.gov.tr.

The TGA Central System (Konaklama Tesisleri Merkezi Veri Tabanı) is a national data collection platform established by Turkey's Ministry of Culture and Tourism under Laws No. 2634 and 7183. It requires all accommodation facilities in Turkey to transmit daily guest count, booking channel, and revenue data to the Ministry via a secure API. The system enables real-time statistical monitoring of Turkey's tourism sector.
Yes. Under Ministry Circular 2026/1, signed by Minister Mehmet Nuri ERSOY on 16 April 2026, TGA reporting is a legal obligation for all accommodation facilities in Turkey. The obligation came into force on 15 May 2026 and is ongoing — this is not a one-time submission. If your property is not yet connected, you are not currently compliant.
All licensed accommodation facilities across Turkey, regardless of size or category. This includes hotels, boutique hotels, apart hotels, holiday resorts, guesthouses, hostels, and all other accommodation types.
15 May 2026. From this date, all accommodation facilities are legally required to be connected and actively reporting daily. If you are connecting after this date, you will also need to submit all historical 2025 data in a single bulk transmission upon activation — SabeeApp handles this automatically.
The system collects aggregated operational data across three categories:
1) Property performance — daily in-house and check-in room/person counts, net room revenue, weekday vs. weekend split;
2) Guest demographics — the same figures broken down by guest nationality (ISO country code);
3) Booking channels — the same figures broken down by booking source (agency/tour operator, OTA, direct/individual, other). Personal guest identification data — names, passport numbers, dates of birth — is not required.
Only confirmed, stayed reservations are reported. Cancellations, no-shows, and ancillary revenues (F&B, spa, etc.) are not included.
Yes. TGA provides a pre-production test environment at test-tesis-entegrasyon.tga.gov.tr, including API documentation and a Swagger interface for testing. PMS providers must validate their integration in the test environment before connecting to the live system. SabeeApp has already completed this process.
Based on the available official documentation, the TGA system collects aggregated statistical data (guest counts by nationality, channel, revenue) rather than individually identifiable personal data. No guest names, passport numbers, or personal identifiers are required. For PMS-integrated properties: daily and fully automated. Data is transmitted via the API covering a rolling 7-day window, which also allows for automatic error correction. For properties without a PMS: manual data entry is required monthly, no later than the 15th of each month, via the Tesis Künye portal.
Yes, for API/PMS integration. Revenue can be submitted in the original transaction currency (TRY, EUR, USD, or other) — no conversion is required. If multiple currencies apply to the same day, each currency must be submitted as a separate record. Note: manual entry users are required to report revenue figures in USD.
Yes. Upon completing integration, all 2025 data must be submitted in a single bulk transmission, as explicitly required by Ministry Circular 2026/1. SabeeApp handles this automatically when you activate the TGA integration in your account.
The rolling 7-day submission window means single failures are automatically included in the next day's send. If errors persist for 3–4 consecutive days, the Ministry should be contacted directly at info@tga.gov.tr or +90 212 970 98 42. SabeeApp monitors transmission status and will alert you to persistent errors before they require Ministry contact.
The Ministry has not published specific penalty amounts at this stage. However, TGA reporting is a legal obligation under Ministry regulation, and operating without active reporting means your property is in breach of that obligation. If you are not yet connected, getting compliant now is the right move.
Both have a role. The accommodation facility is responsible for completing TGA portal registration, activating the integration, and monitoring that data is being transmitted. The PMS provider — SabeeApp — is responsible for the technical integration tool, API connection, and automated data transmission.
No. Once the TGA integration is activated in SabeeApp, daily reporting is fully automatic. Your team does not need to take any additional action for ongoing compliance.
