First requirement
What is TGA?
TGA is a national reporting platform run by Turkey's Ministry of Culture and Tourism, requiring accommodation providers to submit operational and statistical data daily. It became a legal obligation under Ministry Circular 2026/1, with enforcement beginning 16 June 2026 after a one-month postponement from the original 15 May 2026 date.
The scope is broad and size-independent: hotels, boutique hotels, apart-hotels, guest houses, hostels, eco-lodges and rural tourism facilities are all in scope, with no exemption for smaller properties. Reported data is aggregated statistics — occupancy, revenue, nationality-level demographics, booking channels — not individual guest records; the full guides below break down exactly what's collected.

Second requirement
Coslat — WiFi access logs
Turkey's Internet Law No. 5651 — the Regulation on Internet Mass Use Providers — entered into force on 11 April 2017 and applies to any legal entity in Turkey providing public internet access for a set place and period, hoteliers offering guest WiFi included.
Hoteliers must record guest access logs and store them electronically for two years: IP address, login and log-off time and the device's MAC address. Providers must also be able to block access to online content associated with crime.
This is a separate obligation from TGA, with its own retention period and its own integration.

Third requirement
Bulut KBS — identity reporting
Turkey also requires identity reporting to police and gendarmerie authorities under Law No. 1774, handled through a system referred to as Bulut KBS. It's named here rather than detailed, because there's no dedicated source page for it yet.
Mentioned on the TGA-compliant PMS page and bundled there with Coslat and police/gendarme reporting, but with no guide of its own.
