The regulation

What is NTAK?

NTAK is a digital reporting system run by the Hungarian Tourism Agency (MTÜ) to collect anonymised traffic and statistical data from accommodations across the country, in real time. The stated aims go beyond data collection: reducing the administrative and tax burden on accommodation providers, eventually replacing separate data submissions to the National Tax Authority, the Central Statistical Office and Artisjus, and phasing out the mandatory paper guest register, with a long-term target of 50 million guest nights by 2030.

For hotels, the practical requirement is straightforward but non-negotiable: if your property is above the size threshold, you can only report to NTAK through PMS software that's built to connect to it. There's no manual or paper-based alternative.

NTAK reporting sits alongside a related shift in the sector: since 1 January 2020, VAT on accommodation services in Hungary dropped from 18% to 5%, part of the same push to formalise and digitise reporting across the industry.

VIZA — Closed Guest Information Database

Hungary also requires VIZA reporting, separate from NTAK. VIZA (Zárt Vendégadat-nyilvántartó Rendszer, the Closed Guest Information Database) stores mandated guest personal data from all accommodations in Hungary, in place since 1 September 2021. Accommodation providers must retain guest data through the end of the following year. The system uses multiple asymmetric encryption, and police may search it only for crime prevention and law enforcement purposes, not general access.

Its stated purpose is supporting public order, public safety, border management, and compliance checks tied to third-country nationals and freedom of movement, rather than tourism statistics like NTAK.
